Policy Amendments

This bulletin is to advise all casino facility licensees and registered gaming workers of IMPORTANT AMENDMENTS to the Casino Terms & Conditions and Operating Guidelines (CTCOG). The following CTCOG policies are effective January 5, 2021. 

  • In keeping with Government of Alberta red tape reduction initiatives, these amended policies include changes that provide industry stakeholders with increased flexibility and efficiency in running their operations:
    • Section 10 has been removed from the CTCOG with any retained policies being moved to Subsection 9.18, a new subsection which will include a combination of new and existing policy requirements regarding rules of play (e.g., the requirement that casino facility licensees have to develop their own rules of play for all casino games and the lowering of the minimum betting limit to $1);
    • Subsections 5.5.2 and 5.5.9 have been amended to align policy with current business practices surrounding dedicated camera coverage;
    • Sections 6.5, 6.6 and 6.7 have been amended to align with the removal of Section 10 and subsequent changes in Section 9;
    • Subsection 9.1 was updated to allow for casino facility licensees to have more autonomy in managing their gaming pit layout; and
    • Subsection 9.2.3 b) was removed since table game hours are covered in Section 1.13 and Subsection 9.2.3 c) was removed to allow casino facility licensees autonomy when it comes to unique chip inventory for craps tables.
    • While the moratorium on new licensed gaming facilities continues to remain in place, AGLC is updating policy by introducing a four step process for licensing new casino facilities. Section 14 has been amended, replacing existing policies, to reflect the four step process in order to reduce red-tape and streamline the process for applicants.

Please familiarize yourself with the amended policies, update your CTCOG as required, and ensure all affected staff are notified of the new requirement(s).
