Racing Entertainment Centre Bulletin

June 18, 2024

This bulletin is to advise all racing entertainment centre (REC) facility licensees and registered gaming workers of IMPORTANT AMENDMENTS to the Racing Entertainment Centre Terms & Conditions and Operating Guidelines (RECTCOG). The following change is effective June 18, 2024.

  • AGLC is committed to reviewing policies to meet the needs of stakeholders, while maintaining an effective regulatory environment. As a result, the following policy amendment has been made to Sections 4.8 and 8 of the RECTCOG;
    • Subsection 4.8 and Attachment 4.8 have been amended to provide casino facility licensees with the ability to manage access to restricted areas without the requirement for additional AGLC approvals in most cases. This amendment provides casino facility licensees flexibility and efficiency in the operation of the licensed facilities while balancing risk and maintaining an effective regulatory environment.
  • Subsections 8.1, 8.2, 8.4, 8.11 and 8.12 were updated to align with recent federal regulatory amendments, changes to Financial Transactions and Reports Analysis Centre of Canada (FINTRAC) requirements as well as updated terminology.
    • FINTRAC has updated forms as follows:
      • The Large Cash Transaction Report (LCTR) form (updated in October 2023);
      • Suspicious Transaction Report (STR) form (updated in April 2024);
      • Casino Disbursement Report (CDR) form (scheduled for update in June 2024).

The amended RECTCOG may be accessed on AGLC’s website. Additional information regarding AGLC’s commitment to a modern regulatory environment that supports consumer choice, innovation and economic growth can be found on AGLC’s website at aglc.ca/modernization.

Please familiarize yourself with the amended policies, update your Racing Entertainment Centre Terms & Conditions and Operating Guidelines as required, and ensure all affected staff are notified of the new requirements.
