Policy Amendment – Lottery Ticket Centre Policy Handbook (LTCPH) Red Tape Review

This bulletin is to advise all Lottery Retailers of IMPORTANT AMENDMENTS to the LTCPH. The following policies are effective November 30, 2021.

  • In keeping with Government of Alberta red tape reduction initiatives, these amended policies include changes that provide industry stakeholders with increased flexibility and efficiency in running their operations.
  • Policy was amended to accomplish the following objectives:
    • Modernize and clarify lottery policy
      • Revise additional retailer compensation policy to clarify that lottery retailers are assessed and paid additional compensation twice a year.
      • Establish a minimum financial security deposit requirement to $7,000 for new installations and when there is a change of operators.
      • Update policy on outstanding balances owed by retailers due to non‐sufficient funds (NSF) as the security deposit amount will now be specified by AGLC.
      • Relocate policy for the progressive discipline chart and additional information, validation and redemption of tickets policy, and sport selective directive policy documents to AGLC’s website for easy accessibility.
      • Reorganize lottery policy to be more user friendly for lottery retailers and align with other gaming  hand books.
    • Remove repetitive and outdated policy
      • Remove policy that is already covered under the handbook or the Retailer Agreement.
      • Remove lottery terminal policy for shortage of lottery terminals (low volume), including: the maximum 15 retailer limit for the trial network, single location community network and performance standard policy sections.
      • Remove the Game break chart and additional information that is covered under the Ticket Operational Guide.
      • Consolidate and streamline policy for minors in Section 5.11.

Please familiarize yourself with the amended policies, update your LTCPH as required, and ensure all affected staff are notified of the new requirements.
